Mt. Olivet Stream Restoration Project

In fall 2019, a feasibility study for this project began (in conjunction with the Parkers Lake Drainage Improvement Project). A public open house on both projects was held in February 2020 to answer questions and get feedback from residents and other stakeholders. The final feasibility study was approved in May 2020 with intent to implement Alternative #1. A public hearing was held September 17, 2020; there was no public input. The project was officially ordered by resolution on that same date and an agreement with the city of Plymouth to design and construct the project was approved. 60% project designs for the project were approved, with comments, at the June 2021 meeting and 90% designs were approved in August 2021. Construction occurred December 2021 through May 2022. A final report was presented December 2023.

The total cost of this project was nearly $235,000 including feasibility study, design, construction, and administration. BCWMC Capital Improvement Project (CIP) funds totaling $178,100 were used for this project and were collected through an ad valorum tax levied by Hennepin County on all Bassett Creek Watershed residents. The City of Plymouth funded the remaining project costs of $56,879.


Project Description

This project stabilized eroding stream banks along a stream channel from Old Rockford Road and continuing downstream (south) for approximately 1,300 feet. Stabilizing techniques included bio-engineering like root wads and live stakes, rock cross vanes, and rock toes. A drop structure to reduce erosive flows from the adjacent Mt. Olivet church parking lot was installed and 0.15 acres of wetland was restored. This entire drainage area flows into Medicine Lake. The project improved water quality in the lake by reducing sediment and nutrients eroding from the banks. The project reduced total phosphorus by an estimated 5.3 lbs/year and total suspended solids by an estimated 10,560 lbs/year. The project also improved riparian and wetland habitats.
