Golden Valley
Project Number: CIP #14
Project Status | Proposed
A feasibility study for this project is underway with field surveys in fall/early winter 2026, a public open house slated for January or February 2027, and a draft report completed by May 2027.
Project Funding | Not Grant Funded
BCWMC capital projects like the proposed Toledo Ave/Minnaqua Pond Stormwater Improvements & Flood Reduction Project and their initial feasibility studies are funded through an ad valorum tax on all watershed residents. The feasibility study budget is $114,500. A total project budget that includes engineering and construction will be estimated and available in 2027 if the project moves forward.
Project Description
The goals of this proposed project in the City of Golden Valley include flood reduction, water quality improvement in Ȟaȟá Wakpádaŋ / Bassett Creek, and ecological enhancement. Area streets, driveways, and a regional trail near Minnaqua Pond experience frequent flooding making them impassable for residents and emergency response vehicles. In addition, Ȟaȟá Wakpádaŋ / Bassett Creek flows through Minnaqua Pond depositing sediment and nutrients at a rate that requires frequent maintenance and creates a nuisance condition.
The Toledo Ave/Minnaqua Pond Stormwater Improvements & Flood Reduction project was conceptualized to include the creation of additional flood storage, relocating of infrastructure, and modifications to the pond / stream interface to lower flood risk. Improvements to water quality within Ȟaȟá Wakpádaŋ / Bassett Creek and enhancements to vegetation and wildlife habitat will also be incorporated into the project.
