Plymouth Creek Channel Restoration Project: Annapolis Lane Upstream Through Plymouth Creek Park

The BCWMC approved the final feasibility report at its March 2016 meeting. The BCWMC held a public hearing regarding this proposed project on September 15, 2016. Hearing no concerns from the public, the BCWMC officially ordered the project, certified the cost of the project to Hennepin County for funding, and entered an agreement with the City of Plymouth to design and construct the project. The city hired Wenck Associates to design the project. 60% design plans were reviewed by the Commission Engineer and approved by the Commission in June 2017. A public open house on the project design is slated for Monday Juen 26th, 4 - 6 p.m. at Plymouth City Hall. Final plans are expected to be reviewed and considered for approval at the July 2017 Commission meeting. The project is expected to be constructed in the winter 2017 - 2018.


Project Funding   |   Grant Funded

The estimated cost of this project is $860,000, which will be funded over two years by the BCWMC's ad valorem tax levy via Hennepin County. Up to $710,000 of the project cost is slated to be funded by the 2017 ad valorem tax levy. Although additional tax funding was slated to be collected in 2018, the BCWMC was awarded a $400,000 Clean Water Fund from the Minnesota Board of Water and Soil Resources and a $50,000 Opportunity Grant from Hennepin County . Grant funding will greatly reduce the need to use County taxes for the project. 2017 tax funding slated for this project may be used for 2018 projects.


Project Description

The BCWMC, in cooperation with the City of Plymouth, will restore the streambanks along Plymouth Creek within Plymouth Creek Park and between Fernbrook Lane North and Annapolis Lane North.

The goals for the restoration in this area are:

  • Stabilizing the streambanks;
  • Reducing streambank erosion to reduce the amount of sediment and pollutants entering the stream and flowing downstream into Medicine Lake; and,
  • Improving stream habitat for fish and other aquatic life

A feasibility study was completed in 2016 for the project in order to:

-Gather input from stakeholders;
-Evaluate site conditions; and,
-Develop and assess options for restoration techniques in the project area.

Techniques that are being assessed for use in this area include:

  • Planting of vegetation such as willows and grasses to stabilize streambanks
  • Installation of rock rip rap to stabilize streambanks
  • Installation of rock cross vanes within the channel; and,
  • Other techniques.

Construction of the project is slated for 2017 and may include temporary access roads into the project area, heavy equipment working along the stream to perform excavation and grading, some tree or brush removal, and disruptions to the disc golf course in Plymouth Creek Park.

Public Open House: Plymouth Creek Restoration Project

4:00 pm - 6:00 pm June 26, 2017

The City of Plymouth and the BCWMC will hold a public open house on Monday June 26, 2017 4:00 - 6:00 p.m. to answer questions and receive comments on the plans for the Plymouth Creek Restoration Project. The public is invited to attend. The open house will be held in the Medicine Lake Room at Plymouth City Hall. (2400 Plymouth Blvd, Plymouth).
